WASHINGTON — The week before the Nov. 4 election, Time magazine Washington correspondent Michael Scherer wrote a cover story about voter disenfranchisement that opened with these words: We can go to the moon, split atoms to power submarines, squeeze profits from a 99-cent hamburger and watch football highlights on cell phones.
