There is a world reknowned course it one of those glass shops in Davenport, just North of Santa Cruz. I can’t for the life of me remember the name of the studio, but, since you live nearby, it would be worth the visit to Davenport and explore the two or three glass shops there.
Otherwise, look for the catalogues of the different community’s adult education programs, like the Metropolitan Adult Education Program in Santa Clara County. Also check to see if any of the local Community Colleges have such a course. San Jose City College, Evergreen Valley College, Mission College, West Valley College, Foothill College, De Anza College, Cabrillo College, etc.
Years ago I took a technial glass fabrication course offered at San Jose City college. It was more like blowing lab equipment, CRTs, neon signs, etc, but it may apply to what you are trying to do.
